The Government of Montserrat (GoM) is seeking to recruit a Head of
Statistics, within the Ministry of Finance and Economic Management. The post of
Head of Statistics is a new position. Given the importance of statistical data
to inform policy and guide decision making, GoM is seeking to reform the
Department. GoM is seeking to recruit an
enthusiastic, experienced and dynamic leader to deliver its vision of a reform
that will produce relevant and trusted official statistics in key areas that
will support the Government’s Development agenda.
CANDIDATES EXPERIENCE AND QUALIFICATIONS
The successful candidate will need to lead others to introduce changes
across the different line ministries. In addition, a key challenge to be
addressed will be building awareness, understanding and statistical capability
within the wider system, despite limited resources.
As a leader, your ability to understand and interpret complex and
sometimes politically sensitive situations to secure the best interests of the
Department is vital. In conjunction with your knowledge and experience, you
will be a corporate and strategic thinker; adept in building relationships and influencing
In your external leadership role, you will build positive and productive
relationships with key stakeholders to enable the continued support.
Create a learning and knowledge culture across the Department to inform
future plans and transformational change; encouraging a culture of continuous
improvement; Identifying and nurturing talent and has succession plans in place
for key positions and fills capability through people management initiatives.
Put in place a plan to transform the way statistics are produced, to use
new data and techniques, while making the area more efficient and effective. Support
the development of national development plans, economic policies, and budget

Candidate must be able to demonstrate the qualifications, skills
and experience summarised below:
A Masters degree in Business Administration,
or Leadership and Change Management or
other relevant masters or alternatively 5 years’ experience in a senior
First degree in Mathematics, Statistics,
Business or other related field of study;
Strong leadership and management skills, able
to create a strong and motivated team;
Experience of leading significant change, in
particular around changes in business processes, with the ability to deliver
complex programmes on time and to budget;
The ability to develop an in-depth
understanding of customer requirements, and put in place plans to meet
A strong commitment to change and continuous
improvement, being able to identify how processes and systems could be
The ability to work closely and
collaboratively with others, to ensure that their own programme is fully aligned
with wider GoM strategies and practices.
A strong background in quantitative and
qualitative methods of analysis; and
Statistical leadership in an international
arena, in addition to working in a small island state.
