About the Job

The Government of Montserrat is inviting applications from suitably qualified persons for the post of Youth Development Officer, within the Ministry of Education, Youth Affairs and Sports.


Responsibilities will include:


  • Contributing to the development of the Ministry’s Corporate and business plans.
  • Advising the PS regarding research activities to ID areas of focus
  • Monitor and assess major youth work programmes for which money has been provided and in particular evaluate all expenditure incurred in the provision of services.
  • Promoting the National Youth Policy, National Youth Policy Action Plan and departmental programmes and policies at the individual, group, community and national level.
  • Monitoring the implementation of the national youth policy action plan by public and civil society agencies involved in youth development work
  • Liaising with relevant organizations and draft the Department’s Youth Work Development Plan.
  • Working in conjunction with the HIV/AIDS Coordinator to develop programmes to positively affect social attitudes/practices among youth
  • Planning and organize events/activities for Montserrat’s participation in national, regional and international programmes and special observances as related to the job function.
  • Conducting research and viability studies to guide project development.
  • Participate in the production of national and departmental policies and plans.
  • Participating in the design and production of departmental public relations and program based publications consistent with the job function.
  • Liaising with the National Youth Council and other strategic partners to promote the Department’s youth development goals.
  • Ensuring accurate records of contact with organizations and individuals involved in youth development work are kept.
  • Administrating expenditure to national and local youth work organizations at local level.
  • Coordinating arrangements for Montserratian representation at national and international engagements as they relate to youth development.
  • Preparing a report yearly and cause evaluation to be made of the youth work programmes and services in the area.
  • Working in collaboration with public and private sector agencies to ensure the delivery of comprehensive youth development programmes.
  • Developing and ensuring the maintenance of a database of organizations and individuals involved in youth development work.
  • Preparing such analyses and reports as may be necessary/required from time to time by the Permanent Secretary, Youth Affairs;
  • Perform any other duties pertaining to the job function.


Qualifications and Experience


Applicant must have


  • BSc in Youth Development Work, Social Work or other related social science with at least two (2) years’ experience in a similar or related job with managerial experience and experience in budget and project management.

  • Programme planning and project management skills

  • Skills in participatory approaches to youth work

  • Effective communication skills (written and oral)
  • Ability to lead  teams
  • Report writing, Planning and organizing , Self management and development, Time management and Research skills



Remuneration Package


Basic salary is in the scale R22 - R16, that is EC$50,976 - EC$60,480 per annum.


Basic salary is subject to income tax.

    Shortlisted applicants will be invited to participate in a selection process that involves attending one or more interviews and/or assessment centres.  These interviews are designed to assess the skills, competencies and attitudes of the applicant and may be conducted via SKYPE or in person.  The Interviews and/or Assessment Centres allow the Selection Panel to draw on more evidence about the applicants than can be derived from the written application.
