About the Job

The Government of Montserrat is inviting applications from suitably qualified nationals of Montserrat for the post of Director of Tourism within the Office of the Premier.

Background

COVID-19 has had a dramatic impact on the way destinations are marketed and how consumers would interact with the communities that they visit. While Montserrat has never been a mass market destination, it is now going to have to compete with other places that may have adopted that approach to their tourism development in the past, but which are now seeking to highlight their more “intimate treasures”, with a series of low impact/high yield product offerings.

This means that the national Tourism Office would have to be led through a new competitive marketing thrust that is flexible and creative, as it enhances its brand awareness, and ultimately attracting visitors to the island. Against this background, the Government of Montserrat is seeking a transformational Director of Tourism, to ensure that Montserrat is best positioned to thrive in this new tourism market space.

Job Purpose

The Director of Tourism will be expected to provide dynamic strategic leadership, advice and direction for the Montserrat Tourism Industry.  He/She will develop appropriate strategies for the effective management of the marketing and product management functions for Montserrat, to maximize the contribution of tourism to national economic and social goals.  In addition, the Director will be required to lead the portfolios assigned and manage staff and operations effectively and efficiently, according to agreed Strategic and Operational Plans, and within allocated budgets and resources.

Main Responsibilities, include:

 

·         Work with the Governance Authority, the Permanent Secretary with responsibility for Tourism and other assigned Tourism Industry Experts, to develop strategies, programmes, and policies, to promote tourism; including identifying and delivering on capital assets;

·         Drive the development and implementation of sustainable strategies to increase the value of tourism to Montserrat;

·         Advise Government on tourism related issues as required, and define strategies, priorities and objectives to enable the Tourism Division’s mandate from government;

·         Develop and implement an annual Product Management and Marketing Plan to identify optimum opportunities for delivery of strategic objectives, working closely with stakeholders across tourism subsectors;

·         Manage the staffing, budget, projects and other resources  assigned for tourism development on Montserrat;

·         Develop and promote local programmes which would build and sustain the tourism sector, by stimulating closer public/private sector/non-government organization collaboration and cooperation within the local industry and other key stakeholders;

·         Direct the development of public education programmes, which would increase awareness of tourism issues, while generating increased participation, support of the public and effective public access to tourism and tourism-related information;

·         Develop relationships with national, international and regional tourism- based media and travel trade ;

·         Act as one of the key official spokespersons for Montserrat - both domestic and internationally - on tourism issues.

·         Strategic Leadership of the Tourism Sector;

·         Destination Marketing (Market Research, Promotions, Product Development);

·         Public Education and Information Management;

·         Stakeholder Engagement and Participation, and;

·         Institutional, People, Financial and Project Management.

 

 

Key Skills Requirements (Qualifications, Experience and Competencies)

 

The applicant must possess:

·         an undergraduate qualification in Tourism and/or Hospitality Management, Business Strategy, Marketing or closely related field, and;

·         minimum of ten (10) years active experience at a leadership and/or management level in tourism and business development;

 

OR

 

·         A postgraduate qualification in Tourism and/or Hospitality Management, Business Strategy, Marketing or closely related field, and;

·         minimum of seven (7) years active experience at a leadership and/or management level in tourism and business development;

In addition, the applicant must possess:

·         industry network and working relationship with tour operators in North America and Europe (and potentially beyond) that currently sell the Caribbean and more remote and niche long haul destinations in the region, as well as in Latin America and Africa;

·         an understanding of working collaboratively with government and regional agencies;

·         experience in practical and/or digital marketing;

·         excellent verbal and writing skills to enable high level communications in presentations and dialogue with regional and international partners;

·         well-developed people management and administrative skills;

·         competency in the use of Microsoft Office productivity tools  (MS Word, Excel, Powerpoint), and;

·         a good understanding of social media tools to profile the island.

Demonstrated competencies in leadership and team building principles, crisis management and Strategic Management and Implementation are also desirable.

Performance Indicators

Performance in this role will be measured against the following and specific targets will be formulated on an annual basis:

(a)          the performance of the visitor economy (number of visitors and visitor spend);

(b)          the portfolio of projects (sub-sectors and value) planned and implemented;

(c)          the number of Strategic Performance Reports completed;

(d)         the cost-effectiveness of the Tourism Office (staffing numbers, budget utilization);

(e)          stakeholder engagement and co-operative activities (number and quality) implemented, and;

(f)           the quality of Government, partners and stakeholder feedback.

 

Remuneration Package

Basic Salary

The salary scale for the post is R7, that is, EC$74,760 per annum – taxable.

Terms of Appointment

 

Appointment will be made on a contractual basis for a period of two (2) years.  On satisfactory completion of contract, a contract gratuity at the rate of 12.5% of the basic salary would be payable.

 

The targeted date for effecting the appointment is January/February 2022.
