About the Job

The Government of Montserrat is seeking applications from suitably qualified persons for the post of Prison Specialist, within Her Majesty Prison.

Prison Specialist

The Prison Specialist is expected to coordinate with the Superintendent to give a harmonised approach to modernisation and improvements, directing culture change and improving leadership and management where necessary within HMP.

The details are outlined as follows:

Duties and Accountabilities


The Prison Specialist will:

Develop and introduce techniques and activities that would have an impact on staff morale and professionalise the prison team through on the job training, sharing experiences and formal training.

Facilitate training sessions to develop the knowledge skills and abilities of HMP staff. 

Develop and implement Prisoner Rehabilitation / Educational Programmes and regimes

Address Prisoners security, welfare, incarceration and psychosocial wellbeing.

Ensure that shift rotations deliver a good work/life balance and accommodate personal circumstances of the whole prison team.

Ensure that all emergency response plans, contingencies and apparatus are updated or functional.

Enforce the key strategies of Her Majesty Prison, as indicated in the Strategic Plan for the institution, that is the reduction of repeat offenders; ensuring successful rehabilitation of the prisoners into the society; enhancement and maintenance of safe and secure custody of the prisoners; delivery of high quality custodial services.

Support Prisoner Officers in daily monitoring and oversight of operations.

Partner with the Superintendent to carry out the Administrative and legal obligations of the Prison thereby enhancing the overall modernisation of the Prison Service.

Provide direct coaching and mentoring to Functional Heads.

Provide support to Superintendent in Budget and Strategic reporting and forecasting for efficient decision making

Encourage equality and diversity amongst the HMP Team and drive the latest thinking on prisoner rehabilitation.

Support the management of projects, programmes and infrastructure

Work with Prison Stakeholders (the Parole Board, Police, AGs office, Social Services and other stakeholders) to ensure effective leadership and management of the Prison

Selection Criteria:

 

Academic education level required

·         A Bachelor’s Degree/Masters in Correctional Management or a related field.

·         Any Certification in Correctional Management, Leadership or Administration would be an asset.

 

Skills & Experience

·         At least ten (10) years’ experience in Correctional field

·         A general understanding of correctional institutions in small island states (preferably in the Caribbean)

·         Possesses practical problem-solving techniques

·         Excellent leadership skills

·         A good teamwork promoter

·         Very decisive, dedicated and resilient.

·         Practice open-mindedness and selflessness

·         Effective Communicator

·         Good mentor and coach in the related field

·         Ability to compare the operation and skills levels of HMP Montserrat with personal experience and identify skills gaps.

·         Possess the ability to form positive relationships with prisoners, staff and other members of the community;

Terms of Appointment

  • Appointment will be made on a contractual basis for a period of three (3) years. 

Remuneration Package

  • The Remuneration package for the post of Prison Specialist is EC$(190,000) per annum (taxable)
